FIFA's disciplinary committee also banned Nigeria under-20 coach Ladan Bosso for four months for "offensive behaviour" following his team's 4-0 quarter-final defeat to Chile after extra time in Montreal on July 15.
Chile's Jaime Grondona was on the bench against Argentina but was punished for "two separate cases of assaulting match officials" after the 3-0 loss to Argentina on July 19.
Grondona was also fined 7,000 Swiss francs (C$6,180).
The Chilean soccer association was fined 15,000 Swiss francs (C$13,250) for "team misconduct" for the "aggressive actions" by players and officials at the end of the Argentina match.
Chile had two players sent off and irate Chilean players and officials surrounded the officials after the game. The referee and his assistants eventually left the pitch with a police escort, dodging debris thrown from the stands.
Chilean players brawled with police and security after the match at the team bus outside BMO Field. The players were detained but no charges were laid by police.
FIFA said its responsibility only covered the on-field actions of the team, adding the local organizaing committee and police were responsible for everything else.
Bosso was also fined 11,000 Swiss francs (C$9,715) for suggesting that racism influenced the referee's decisions during the July 15 match in Montreal.
"What happened on the pitch, the officiating, I think FIFA has a long way to go to beat racism, because that official showed racism," Bosso said at the time

Statement by Chief William Blair, following completion of investigation into violence following Chile-Argentina soccer match

In the aftermath of the violence following the FIFA Under 20 World Cup of Soccer semi-final match, on July 19, 2007, between Argentina and Chile, I made a commitment to conduct an investigation into the conduct of the Toronto Police Service officers involved. The investigation is now completed.
Superintendent Jim Ramer, of my Professional Standards Unit, ensured that his officers reviewed all the video footage that was available, that all involved TPS officers provided accounts of what happened, and that statements were taken from a number of independent witnesses. Those independent witnesses included event security officials, officials of the Ontario Soccer Association, the BMO Field event coordinator and the driver of the Chilean bus. All witnesses reported that the conduct and actions of my officers were appropriate, necessary and commendable.
I know there a lot of chilenos that claim to be witnesses but i think the best independent witness is the driver of the chilean bus, i mean he was right there just two steps from where all started.
Now if chilean are not satisfy with the investigation or report they should go to court. En los paises civilisados los problemas se arreglan en las cortes, no en la calle.
Also there are reports that say the police arrested 13 players other say 8 players, now chile has more that 13 players on the bus why only 8 or 13 got arrested?

There are many things that can be said regarding that game and I personally think that the FIFA should have done something while the game was on. I was in shock watching it and being the Chilenin coach I would have called back the guys and left the field. But what happened after was completly unecessary and they should have gone straight to the highest FIFA instances to deal with this issue.
I know in advance that many will be upset and that my point might not be understood but basically, the ref. was caca, that even with 2 player out, Chile gave an amazing game during the first half but could finalize his actions and that what happened after the game was a disgrace as big as the way the ref. handled the game but it still shouldn't have happen because that's where Chile lost, not in the field.

SANTIAGO, julio 30.- Los incidentes que protagonizaron jugadores de la Selección Sub 20 y la policía canadiense tras el duelo ante Argentina en el Mundial de la categoría, parece no tener final. Pese a que los sucesos pasaron hace varias semanas (el recordado Torontazo), los relatos de los propios valores criollos han ido dando más detalles de lo sucedido y ahora nuevamente habló el volante Isaías Peralta, el principal afectado por los golpes de corriente que sufrió en suelo norteamericano.
Cuando comenzaron a agredirnos se acercó una mujer policía, que después nos andaba mostrando su placa y que nos había lanzado un gas a los ojos. Con la reacción violenta yo caigo al suelo producto de los golpes, no dije que ella cayó por una agresión, comentó a Terra.cl para aclarar los hechos.
Pero no se quedó ahí y acusó que la agresión de la policía canadiense, que nos trataba de borrachos, fue desmesurada. Ojalá se aclare todo porque hasta la FIFA quiere tapar esto. Ese día nos dieron una charla y nos decían que nos olvidáramos del tema, que el Mundial seguía.
Para rematar su charla, puso paños fríos y prefirió mirar al futuro. Ahora más nos preocupa poder jugar en nuestros clubes y que el miércoles vaya mucha gente al estadio al partido de homenaje, de modo de recaudar los dineros que nos prometieron.
El duelo que hace mención Peralta, es el que se realizará a el Nacional (miércoles 18:30 horas) y que enfrentará a la Rojita con un combinado de estrellas de nuestro país.

The investigation revealed that my officers intervened at the first sign of trouble, but that members of the Chilean team not only refused to stop their aggressive behaviour, they engaged in conduct that inflamed the situation. My officers were punched, kicked, spat on, and kicked in the groin.
During the violence, Chilean players dismantled the armrests and footrests from the bus seats. They smashed the windows of the bus in order to throw these objects at, and spit at, the police officers below. They also threw D-cell batteries, clothes hangers and cans of deodorant at the officers. Four officers were struck and injured by various projectiles.
The damage to the Chilean team bus was extensive, including 21 broken arm rests, head rests, metal foot rests and the smashed windshield. It is estimated that the repairs to the bus will cost $35,000.
No members of the public or event officials were injured. Four police officers received minor injuries, including cuts, bumps and bruising.
There were discussions, afterwards, with FIFA officials on the implications for the tournament should the Chilean players be charged. Eventually, the players were cautioned regarding their conduct, and released with no charges laid. In addition, FIFA agreed to pay for the bus damage caused by the Chilean players.
The investigation has shown that the Toronto Police Service officers conducted themselves professionally, with an immense amount of restraint, in accordance with their training and rules governing police use of force.
The citizens of Toronto, and visitors to our city, have a right to expect police conduct of the highest standard. That is precisely what was delivered, under very trying conditions, on the night of July 19, 2007.

The Chilean soccer player who was shot with a Taser during a clash with Toronto police has admitted that one of his teammates had earlier punched an officer in the face.
"I don't know who hit her, but yes, someone did hit a female officer," Isaias Peralta told Chile's El Mercurio newspaper Saturday.
The incident occurred July 19 at Exhibition Place after Chile lost to Argentina in a testy Under-20 World Cup semifinal match.
In its immediate aftermath, Chilean players said police needlessly clubbed them when they tried to protect a teammate from an overzealous security guard who had forcefully prevented him from talking to friendly fans. But Police Chief Bill Blair said officers responded in a "firm but fair" manner to the "aggressive behaviour" of Chilean players who angrily poured out of their team bus after a player and a fan got into an argument.
In El Mercurio, Peralta said that police officers hit the Chileans without good reason before the player hit the female officer.
But his comments were the first in which a Chilean player had admitted any responsibility for the escalation of the clash, which prompted protests at Canada's embassy in Santiago and condemnation of Toronto police by Chile's president.
"We only wanted to talk to the people and (the police) attacked us like we were dogs," player Arturo Vidal told the Star a week ago.
Blair promised a thorough investigation of the incident. Toronto police plan to release a report with its findings as soon as today.
Police spokesperson Mark Pugash said he has not seen the report and does not know what it will say.
He confirmed, however, that a female officer was hit in the face. He maintained that players' "violent behaviour" prompted the use of pepper spray and the Taser.
"Police were on the receiving end of some considerably aggressive behaviour," Pugash said. "And their job in those circumstances is to stop that behaviour."
Pugash, like Blair, said that police intervened "to defuse the situation" after a Chilean player got into an argument with a fan.
"The officers are very well trained in the use of force. They obviously use the minimum force necessary to stop the violence, and that's what they did."
Nine players, according to the Chilean delegation, were briefly detained at the National Soccer Stadium after the clash.
Though none were arrested, the head of world soccer body FIFA called the incident a "black mark" on the Under-20 tournament.

The Chilean soccer player who was shot with a Taser during a clash with Toronto police has admitted that one of his teammates had earlier punched an officer in the face.
"I don't know who hit her, but yes, someone did hit a female officer," Isaias Peralta told Chile's El Mercurio newspaper Saturday.
The incident occurred July 19 at Exhibition Place after Chile lost to Argentina in a testy Under-20 World Cup semifinal match.
In its immediate aftermath, Chilean players said police needlessly clubbed them when they tried to protect a teammate from an overzealous security guard who had forcefully prevented him from talking to friendly fans. But Police Chief Bill Blair said officers responded in a "firm but fair" manner to the "aggressive behaviour" of Chilean players who angrily poured out of their team bus after a player and a fan got into an argument.
In El Mercurio, Peralta said that police officers hit the Chileans without good reason before the player hit the female officer.
But his comments were the first in which a Chilean player had admitted any responsibility for the escalation of the clash, which prompted protests at Canada's embassy in Santiago and condemnation of Toronto police by Chile's president.
"We only wanted to talk to the people and (the police) attacked us like we were dogs," player Arturo Vidal told the Star a week ago.
Blair promised a thorough investigation of the incident. Toronto police plan to release a report with its findings as soon as today.
Police spokesperson Mark Pugash said he has not seen the report and does not know what it will say.
He confirmed, however, that a female officer was hit in the face. He maintained that players' "violent behaviour" prompted the use of pepper spray and the Taser.
"Police were on the receiving end of some considerably aggressive behaviour," Pugash said. "And their job in those circumstances is to stop that behaviour."
Pugash, like Blair, said that police intervened "to defuse the situation" after a Chilean player got into an argument with a fan.
"The officers are very well trained in the use of force. They obviously use the minimum force necessary to stop the violence, and that's what they did."
Nine players, according to the Chilean delegation, were briefly detained at the National Soccer Stadium after the clash.
Though none were arrested, the head of world soccer body FIFA called the incident a "black mark" on the Under-20 tournament.
