Actually, you can get your Smart Serve when you're 18, believe it or not! You're free to sell and serve liquor wherever you choose, including the LCBO and The Beer Store.

Did you know you can also have a Adult entertainer license (or whatever that license is called) at 18?
I had a "friend" that could'nt drink at her "place of work", but she could dance naked... bizarre

Actually, you only need a Smart Serve, not a bartending license. An employer is allowed to hire a bartender, without a Smart Serve, on a probationary period, just like any other job. The bartender could then apply for it through the employer, which is much easier.
