El 28 de Julio de 1821 se reúne el Cabildo Abierto en Lima, declarando junto con el pueblo la Independencia del Perú de la dominación española y de cualquier otra dominación extranjera.
Don José de San Martín proclama y jura la Independencia del Perú en la Plaza Mayor de Lima con las siguientes palabras:
EL PERU DESDE ESTE MOMENTO ES LIBRE E INDEPENDIENTE POR LA VOLUNTAD GENERAL DE LOS PUEBLOS Y POR LA JUSTICIA DE SU CAUSA QUE DIOS DEFIENDE ¡VIVA LA PATRIA! ¡VIVA LA LIBERTAD! ¡VIVA LA INDEPENDENCIA!"
Según el historiador Jorge Basadre, estas palabras simbolizaban un cambio histórico, había surgido el principio de "la voluntad de los pueblos".
