I haven't really read the previous answers, so I don't know who is agains who here.

I'd say the most culpable depends on the details of the situation.

1. If the relationship is good, and this chick knows it, and still tries to get the man. She is.

2. If the relationship is bad, because one of the two parts is not satisfying the other, and that person is not doing anything about it. then it's the "doing nothing about it" person's fault.

3. Same situation, but if the person is trying to fix the problem. then it's the "unsatiasfied" person's fault.

There are many other factors. I guess my direct answer would be "tell me more aobut it...hmmmmmm" and pretend I care.
