First of all its "flooded"!!! Was today your first day back to school? If not you should think about going back to about grade 4.
Anyway, life is life and everything happens for a reason. Material things can be replaced, your life can't. I would buy some new clothes and try my best to move. Whats done is done and can't be changed.

If my house was flooded and I had only what i was wearing, I would survive by first, swiming to the surface. Second, by applying all i learned in the book "Flood Survival for Dummies".
I wouldn’t go back what for?? City is completely under emergency and there is nowhere no how to carry anything with me. I would hitchhike to another city/country.
