I agree with you on this one. I went to see them. We'd gone to see Tumbao and I was so, but so disappointed. I really, really wanted to like these guys, with all the hype and buzz going around about them, and I don't know if it was the sound, the place, the atmosphere, but I just didn't feel them that night. I'm sure this doesn't matter, 'cause a lot of people did, but we left early and the night was young so we decided to go check out Cervejaria. It was so worth the trip. We had so much fun, danced the night away and had a really great time. The guy, I don't know his name, Cuban guy, really gets the crowd going. It was a fun, fun night.
As for other acts, I'd bring Kumbia Kings, but with Ozomatli, 'cause I'd like to see them perform Mi Gente. Orishas is a good choice too. I love those guys. Locally, I'd like to see Eliana Cuevas perform on a big stage. And of course I'd include Plan C.

Charanga Habanera & Spanish Harlem Orchestra would not draw in a crowd for a Latin Fest in Toronto.......you gotta think like a promoter trying to make $$$$.....putting any hype kinda "tracatra" music....LOL
I would also put QBANITO.....(montreal/miami, cuban talent)
I think 1 Big name would do the trick.....and a bunch of fillers.....
BIG BOY would also be a good come back option.....did you guys see him @ the Don "lloron" Omar concert? HE STOLE THE SHOW!

Son Ache carries (for me) the best musicians for that genre in the city (asides my band..lol) Naw but seriously.....there's MAD TALENT in that roster.

Daddy Yankee would be the #1 choice.....I would invest all the Festival's budget just on him......but since he's not an option....here it goes:

Every one pick one bachata one reggaeton one salsa and one more act you can double up or add to the stlye of music...ohhhhh and don't even think of putting daddy yankee he is to expensive and would blow up your budget.....
