I agree that there have been many to take advantage of many systems here in Canada and that it would make sense to have tougher laws to govern and monitor this... but this is not necessarily the governments reasoning behind the immigration laws.

I've worked in the immigration sector before and to be honest with you, there is a LOT of discrimition when it comes to minorities. They have set up the new regulations and 'point system' for all new potential immigrants, and its pure bs! It boasts of being being a fair and equal way to select new immigrants, but with the qualifications that they are looking for, unfortunately, the majority of immigrants do not qualify.
closing the borders? didn't the government just put several million dollars into encouraging people to immigrate here? they loosened to student laws too..
there are a lot of latin people who are milking the immigration system, but it's not a a latin problem, lots of immigrants in general are doing it...
