I say too young. At 13 they are still babies, still developing.

I think it depends on the psychological maturity of the individual. I had a friend that lost it at 11 yrs old with a 15yr old guy.

I was watching "The Passionate Eye" last night and there was a documentary on Sex and Teens.

There was this one girl who was already VERY sexually active at 13 years old. She said stuff like she thought oral sex was no big deal and that she found kissing more intimate than intercourse.....things that you would expect to hear from a 25 year old...if that.
