For me TE QUIERO means "I care about you", then TE AMO is such a strong word and feeling. Entre parejas saying "I LOVE YOU" o "TE AMO" is a big deal, but you often hear "I care about him/her, BUT" that "but" for me means I don't feel that I LOVE him/her yet. Someone mentioned Jose Jose's song, that pretty much explain it.
If someone says "TE QUIERO" what do you take the meaning as:
I love you? I desire you? I care about you?
Like i was telling my friend earlier on, i know that the literal meaning for "i love you" is "te amo" but seriously, unless you're in a Mexican novela, you dont hear that often.
Then i guess my life is a mexican novela. Con horses, haciendas, granjas, y todo.

It depends on each situation... I often tell my kiddo "Te quiero mucho" and it means I LOVE you. Other than that, I don't use that phrase.
Ok, if you said "te quiero" to a girl, would you mean "i love you"?
No necesarily...depends on the context, the entonation, The nice thing of Te quiero is that you can turn it into whatever you want...that's why guys say it more often. I usually say it to my friends more that to my girlfriends...

Just listen to that Jose Jose song... he explains it pretty clearly there...
