Oh Yesi you are out of luck. They almost NEVER answer the phone!!! You have to just keep trying. Check if today is some sort of holiday...if it is then they won't answer. Keep trying and you will get someone eventually.

Hey guys, does anyone have a contact for the Cuban Consul in Toronto? I have been trying to call the numebrs listed on the internet but no one answers the phone and aparently they don't have an operator..... You need to have an extension to talk to someone and I don't.
