 I've visited from different IP addresses; but other than the city getting bigger with more houses and sh it... nothing exciting AT ALL... not like you can go INSIDE the house and check it out, or construct/add things yourself...

Yeah, you grow it with the number of hits.

It says so here:

It says something along the lines of:
