I mean, don't you have to be a "non for profit organization" to be allowed to even HAVE a lottery? and theeeeen have a permit issued to even have one? I'm sure the lottery commision is pretty tight about these things (it's good bussiness)
I wonder if the "skill testing question" IS the loophole to such "lotteries". Just like McDonald's Monopoly, kind of thing

why hasn't the government of Canada tried to shut this down? Isn't this the responsibility of the government to ensure the country isn't misrepresented in this manner?

People buy the tickets for the so-cald (cc X@vier) lottery, and what they "win" is getting somebody to fill out the paperwork for them, which will most likely be denied anyway and which they can do for free from anywhere in the world. It's a scam, I tells ya!
