you cannot translate and notarize them, in fact you cannot touch your transcripts period. they have to be sent directly by the third party or by the school to the university.... call up the school you're applying to here and ask them what the procedure is i know uoft is very very tighta$$ed about students even having their own transcripts before they reach them
