I think the article refers more to the amount of media dowloaded per capita fpr personal use as oppossed to for distribution. We dload a lot of stuff but dont necessarily burn and sell it.

what they don't say is that Canada has a very high levy on all blank media and music players... so, even if you never download or copy music, you're paying for it
