An illegal strike by 120,000 public employees in Ontario could start as soon as Thursday as the provincial government moves ahead with controversial pension legislation.

The Canadian Union of Public Employees has been locked in a showdown with Dalton McGuinty's Liberals over proposed changes to the rules governing their pension plan, the Ontario Municipal Employees Retirement System.

Bill 206 was introduced for third and final reading in the Ontario legislature on Tuesday afternoon.

At a news conference in Toronto, CUPE Ontario president Sid Ryan said union members – child-care workers, garbage collectors, snowplow operators, school janitors and other workers – could begin an illegal strike at 12:01 a.m. on Thursday.

Among other things, the bill would allow firefighters and police officers to negotiate better pension deals with individual employers. The bill would also alter the terms under which pension fund surpluses are distributed.

Ryan has repeatedly threatened to take his members out on a wildcat strike if the government moved to pass the legislation.

On Tuesday afternoon, he said individual locals would decide how long to continue illegal job action after the first day of a strike.

Throughout the standoff, McGuinty's government has remained firm in its resolve to pass the bill. The premier said the proposed legislation has been changed to address the union's concerns, and he has refused repeated requests from Ryan for a face-to-face meeting.

Ryan met with resistance from some CUPE locals when he called on them to prepare for an illegal strike.

A number of them have said they won't take part in the walkout, including city workers in Ottawa.

There are no CUPE employees in our building at One University, however, CUPE may demonstrate at our offices. If this happens, the building's property manager (Oxford) and OMERS both have contingency plans to deal with this situation. The building managers will ensure there is clear access to the building during any demonstration. If you must enter or exit the building during a demonstration, please take care and avoid interfering with the protest. Staff are reminded that photo identity badges must be worn and displayed at all times.
