Here's a little excerpt from an article from 1991 I was just reading.

The AIDS panic that took off in the late 1980s and surged through the 1990s was the greatest health-related scare of our time. A phenomenon of much wider significance than the novel viral infection on which it was based, the panic was both a product of the peculiar insecurities of the historical moment in which it emerged and a force which intensified them.

El preservativo más largo del mundo está en Buenos Aires

En conmemoración al Día mundial de lucha contra el sida, el obelisco está “vestido” con un profiláctico rosa de 67 metros de largo. Habrá una campaña de concientización, con realizaciones gratuitas del test de HIV.

"Hay algo que se destaca en el centro porteño. Es inevitable no notar que se levanta un preservativo de 67 metros y de color rosado. Esta es la forma de incentivar la campaña de concientización sobre esta enfermedad, en el Día mundial de lucha contra el sida. El obelisco fue elegido como centro de esta campaña."
