Why would they  want to leave that temperature?

I know is gonna sound a bit racy but ...

How can 2 Million of Afro Americans were able to get into Washington DC in sub zero temps in ONE DAY when 200,000 couldn't get out of New Orleans at 85 degrees with FOUR DAYS notice......???
