If anything, life can be more exciting with your S/O - now I can afford to buy her "upgrades"!
You can do WHATEVER you want with that kind of money! Even if you were to invest it SUPER conservatively, you wouldn't be able to spend your INTEREST fast enough!! never mind the actual billion. Was he really waiting to see if he could get more? How greedy can he be?

Speaking of insanely ridiculous amounts of money.... And this might be old news, but... I was watching this show (20/20, I think) where the dude from Facebook got offered a billion for Facebook by Google AND he turned it down??!!! HUH?!! WTF?
He'll regret not selling it when FB stops being popular
I'd do all the things I want to do that money can buy: trips, vacations, new house, new car, maybe go back to school, open up some sort of business, go play in the World Poker Tour, PLAY Big Stakes Poker with the big boys just ONCE for fun, create some kind of charitable foundation that builds homes and helps the poor back home, go accross the country and give away cash to people who are in obvious need + invest whatever is left.
