No she wasnt lying to you its true if more then one person lives in the house and is a licensed driver and they do not have there own insurance you must report them and you must pay for them to be covered! So you simply say is i dont know i rent the basement out from someone but there is no realation to me or contact or simply claim you live alone! and that way they have no proof of that person actually living there!
I never looked into it, but there's this company, Car Share or Auto Share, or something along those lines. What it does is: You have an alloted time (weekly, I guess) where you choose, say, tuesdays and Thursdays 5 to 8pm, if you need to do your banking, grocery shopping, visit family or whathaveyou. There's a monthly fee, obviously, but apparently it's alot cheaper than renting... and greener. There are several locations across TO to pick a car. You pick up the car on your own, and make sure it's back before your time, so the next person can take it I suppose you can have more days/hours as you wish. Kind of like time-share for your car. Apparently a lot of people that don't own a car, and live downtown are doing it.

When I called TD Monnex insurance the lady told me if there is more than one person in the house that has a valid licence and there is one car, everyone needs to be insured?
If you have a driver's license and don't own a car, there is nothing to insure - you only pay insurance on the rental for the days that you rent. Or as many people do it use a gold/platinum credit card that covers car rental insurance.
Before I purchased a car, I used to rent - I found it to be too costly and decided to buy a car instead.
