I watched a documentary where they were saying that there is a high percentage of women being raped in Cruises. And when they are trying to report it to the police is almost impossible, they have to do it to the closest port,. and the crew in charge usually try to hide the evidence. I'll try to find the article/documentary.
The problem was with jurisdiction. The nearest port won't take the report, because it didn't happen within their jurisdiction (and if they do, they won't put any effort into investigating, since it's not their problem) The US gov (assuming that's where the ship is from) won't do anything because, again, the act itself happened out of their jurisdiction, and so on. The cruise co. doesn't really give a sh.it (I mean they do, but what are they going to do, get their own judicial system?) Of course they can fire the guy, but that's about it. It's just a very grey area, that no one is really sure who should prosecute, and employees on board know it, and some take advantage of it
